The Town of Edenton is currently involved in the administration of a Community Development Block Grant – Neighborhood Revitalization (CDBG-NR) program funded by the NC Department of Commerce, Rural Economic Development Division. During the course of this project, the Town may require services to perform lead-based paint inspection and risk assessment prior to rehabilitation of each unit; perform a clearance inspection following rehabilitation of each unit; and provide other lead sampling/testing (if any) requested by the Rehabilitation Inspector during construction. The submitting firm shall provide the local government with services required for the rehabilitation of up to five (5) residential structures located in Edenton, North Carolina. The Town of Edenton anticipates that the Notice to Proceed for the lead-based paint inspection work outlined in this Request for Proposals (RFP) will be issued in February 2024.

All inspection/assessment work will be completed in conformance with 24CFR35 (Final HUD Rule on LeadBased Paint Hazards) and all applicable state and federal standards required by the North Carolina Department of Health and Human Services, Health Hazards Control Unit, as stated in the NC Lead-Based Paint Hazard Management Program (LHMP) Rules 10A NCAC 41C, Section .0900 and 40CFR745, Subpart L, and provide it to the designated Project Manager for the Town of Edenton. 

If your firm is interested in providing services to the Town of Edenton for this program, please respond by January 25, 2024. The Town of Edenton requires a letter of interest including your rate schedule for lead inspection and assessment services. Since the Town will require a quick turnaround for inspections, please also indicate your firm’s average response time for submission of the completed inspections following a notice to proceed.
